House Passes Four Bipartisan Small Business Bills to Mark Small Business Week

Washington, DC - Today, the House passed four bipartisan small business bills, including legislation to better support underserved entrepreneurs and address the challenges facing small government contractors.

“As we recognize National Small Business Week, we have much to celebrate as we’ve seen more than 17 million new businesses starts since President Biden took office,” said Ranking Member Nydia M. Velázquez. “Whether it is our local plumber or contractor, a chef launching a restaurant, or a medical professional, these entrepreneurs create neighborhood jobs and reinvest in the local economies. But more work needs to be done, and the four bipartisan bills passed today will create additional opportunities for entrepreneurs.”

H.R. 7985, the “Entrepreneurs with Disabilities Reporting Act of 2024”, introduced by Rep. Morgan McGarvey (D-KY) and Rep. Marc Molinaro (R-NY), requires the Small Business Administration to submit a report to Congress on the challenges facing entrepreneurs with disabilities within 180 days.

“I’m so pleased to see two of my Small Business Committees bills pass the House this evening,” said Rep. McGarvey. “From providing more support to entrepreneurs with disabilities to making sure we’re holding federal agencies accountable and everything in between, it’s important that we do everything we can to uplift our small business community. I’m proud to have worked with Ranking Member Velazquez, Subcommittee Chairman Molinaro, and Rep. Stauber on these bipartisan bills to ensure Congress is doing its best to support entrepreneurs from all walks of life. This is a great way to start National Small Business Week, and I’m excited to continue working to make sure our small businesses get the support and resources they need.”

The House also passed the following bills:

H.R. 7103, “The Agency Accountability Act of 2024”
Introduced by Rep. Stauber (R-MN) and Rep. Morgan McGarvey (D-KY)

H.R. 7103 would require the head of the Office of Small and Disadvantaged Business Utilization (OSDBU) of a federal agency that does not receive an A grade on the SBA’s scorecard, or whose agency does not meet two or more of the subcategory goals, to testify before the House and Senate Small Business Committees.

H.R. 7987, the “Plain Language in Contracting Act”
Introduced by Reps. Nick LaLota (R-NY) and Rep. Shri Thanedar (D-MI)

H.R 7987 would require that any documents related to small business government procurements that are posted on SAM.gov, including solicitations and requested for proposals, to be written in a manner that is “clear, concise and assessable” to a small business concern.

H.R. 5333, the “Investing in All of America Act of 2023”
Introduced by Reps. Dan Meuser (R-PA) and Hillary Scholten (D-MI)

This bill amends the Small Business Investment Act of 1958 to exclude from the limit on leverage certain amounts invested in smaller enterprises located in rural or low-income areas and small businesses in critical technology areas.
