House Passes Bundle of Small Business Priorities as Part of FY23 NDAA

Washington, D.C.— Today, the House passed the National Defense Authorization Act for Fiscal Year 2023 (NDAA), a bipartisan defense bill that includes numerous measures to support small government contractors and boost small business participation in the procurement marketplace. Committee members worked to include multiple provisions that address key challenges facing small firms in the contracting space and strengthen vital Small Business Administration (SBA) programs.    
 
 “When small businesses can compete for and win federal contracts, the entire economy benefits. Unfortunately, small contractors face a range of unique challenges that often keeps them from reaching their full potential,” said Chairwoman Nydia M. Velázquez (D-NY). “The federal marketplace is filled with growth opportunities, and we can’t allow small businesses to be pushed out of this lucrative sector. Throughout the NDAA process, Committee members worked to include provisions that will make it easier for small businesses to contract with the federal government.”
 
Expanding HUBZone Opportunities
Introduced by Rep. Marie Newman (D-IL) and Rep. Scott Fitzgerald (R-WI) 
 
The measure clarifies that the 10% Hubzone Price Evaluation Preference applies to orders.
 
Providing a Longer Runway to 8(a) Participants
Introduced by Rep. Troy Carter (D-LA) and Rep. Dwight Evans (D-PA) 
 
The measure allows small businesses participating in the 8(a) program to extend their participation for an additional year, if so desired.
 
Enhancing Transparency in the Women-Owned Small Business Program
Introduced by Rep. Chrissy Houlahan (D-PA) and Rep. Claudia Tenney (R-NY) 
 
This provision creates a reporting requirement for the WOSB Program, furthering transparency and accountability. 
 
Increasing Certainty for Veteran-Owned Small Businesses
Introduced by Rep. Kweisi Mfume (D-MD) and Rep. Beth Van Duyne (R- TX)
 
This provision extends the deadline for the transfer of the certification process for veteran-owned and service-disabled veteran owned small businesses from the VA to the SBA, ensuring a smooth and seamless transition.
 
Codifying the Small Business Scorecard
Introduced by Rep. Scott Peters (D-CA) and Rep. Dan Meuser (R-PA)
 
This measure codifies the Scorecard in the Small Business Act and requires additional information to understand the extent to which the SBA contracting programs are being used.
 
Extending the SBIR/STTR Program
Introduced by Rep. Chrissy Houlahan (D-PA) and Rep. Mike Turner (R-OH)
 
This measure would extend the SBIR/STTR programs for a period of two years.
