WASHINGTON - Today, the House Small Business Committee passed a series of bipartisan bills to combat fraud in federal programs, strengthen SBA oversight and IT modernization, and expand access to capital in rural and underserved communities. Ranking Member Nydia M. Velázquez (D-NY) praised the collaborative work that brought the legislation forward.

H.R. 2066 – Investing in All of America Act of 2025

This bill amends the Small Business Investment Act to exclude from the limit on leverage certain amounts invested in smaller enterprises located in rural or low-income areas and small businesses in critical technology areas, or small manufacturers.
H.R. 4549 – Office of Rural Affairs Enhancement Act
Introduced by Reps. Maggie Goodlander (D‑NH), Tony Wied (R‑WI), and Jared Golden (D‑ME)
This bill enhances would enhance SBA’s Office of Rural Affairs by elevating the role of the Director to an Assistant Administrator, delineating certain qualifications for the position, requiring the Office to host webinars and outreach events, and report on the operations and activities of the Office.
H.R. 4495 – SBA Fraud Enforcement Extension Act
Introduced by Reps. Troy Downing (R‑MT) and Herbert C. Conaway, Jr. (D‑NJ)
This bill would extend the civil and criminal statute of limitations for violations of, or conspiracy to violate, fraud related to the Shuttered Venue Operators Grant (SVOG) and the Restaurant Revitalization Fund (RRF).
H.R. 4491 – SBA IT Modernization Reporting Act of 2025
Introduced by Reps. Gilbert Ray Cisneros, Jr. (D‑CA) and Brian Jack (R‑GA)
This bill requires the SBA to implement eleven recommendations made by GAO that would address future IT modernization projects. It further requires that SBA provide the House and Senate Small Business Committees with an implementation plan and brief the Committees on the plan, the actions required by each SBA office, and the timelines for completion of each action.
H.R. 3174 – Made in America Manufacturing Finance Act of 2025
Introduced by Chairman Roger Williams (R‑TX) and Reps. Daniel Meuser (R‑PA), Nathaniel Moran (R‑TX), and Craig Goldman (R‑TX)
This bill raises loan caps for small manufacturers under the SBA’s 7(a) and 504 loan programs from $5 million to $10 million.
While supporting the bill’s intent to expand access to capital for manufacturers, Ranking Member Velázquez raised concerns about rising default rates in the 7(a) loan program and emphasized the need to protect program integrity and access for small-dollar borrowers. She expressed hope that the committee would continue working to ensure any increase in loan caps is implemented responsibly and does not undermine the long-term health of the program.
